Read the specs, dual capacitor start. This is typical of a cacitor failure. Open the case where the start button is and see if you can get the numbers off of the capacitors.
You can email Harbor freight but I don't think that they keep parts for these. Maybe, but I don't think so.
If you get the number, go to the WWGrainger web site and cross reference it. Chances are they will have it. Then just find a close Graingers.
