No seriously this goes back to the 'capital punishment' debate. In the Middle East (as rumour goes) a thief that gets caught has his hand cut off and a an unfaithful wife gets lapidated.

What is the right way of changing behaviours?....Apparently shock and awe, murder assasination and force is not working; look at Irak. If you find a solution please share I'm (we're) all ears.
