Yup!  They all came with a heavy coating of petroleum based undercoating applied liberally all over the engine bay.  And you're right, it is "horrible stuff."  I removed it from mine and sprayed it with truck bed liner to approximate the original appearance (but it's much cleaner looking and has a slight gloss).  It's also easier to clean than the original undercoating.

As for the dust, the engine compartment always gets dusty because air flowing over the top of the car and down onto the decklid creates a vacuum at the top of the engine which draws dirt, dust and even gravel up into the engine compartment.  It doesn't matter what you coat the engine compartment with, it will all get covered with dust.  But paint or bed-liner do rinse clean much easier than the original undercoating.
