Correct. They will charge the fee (they have to me too often to count) even if ZERO DUTY is owed.

The fee covers them looking up the Tariff Classification Codes and filling out a form. To give you an idea how confusing it is, there are 10,000 Classification SECTIONS with tens of thousands of sub-sections. It's nuts.

At least with the Post Office the fee is $5 and if they're really busy and the box is small, they occasionally forget to charge the 13% taxes that are owed REGARDLESS of what kind of part for any age of car made wherever.

And just for the record, FedEx Ground (in fact ANY ground service) is just as bad. Only expedited/express (overnight) shipping (including the UPS Expedited) includes the customs services at no extra charge (except for taxes and any duties - sometimes).

And Ron is right about the "industrial samples", which I often need to determine my "volume" purchases. ;D
