The Ebay feedback system is still valid, I have been buying and selling cars and parts on Ebay for the past six and a half years, I still have my 100% rating but would not hesitate to leave negative feedback if I were to be cheated or ripped off, even if it meant losing the 100% rating, it is that attitude that neuters the system, give the buyer / seller a break and leave the negative so we all will know if it was a bad deal.
But if not Ebay where else do you get international advertising for the low price of an Ebay auction, and which is free to the buyer.
