While they may drain some water, it was my understanding that the large holes on each side is where the body was positioned on assembly fixtures and the smaller slits at the end of the indentations in the floor pan was to lessen the "tin canning" sound in the floors. Since I'm in the early stages of restoration, the large holes will be plugged and the smaller slits will have a flexible body mastic covering the slits. From the Pantera parts illustration book, there was no provision for enclosing the emergency brake slot.
