DeBugging Head Lights

I have a very frustrating problem, as all electrical gremlins are. I thought I had a bad pass. side headlight, the high beam did not work, so I changed it. It still did not work. I checked the fuses and they were good and there was power present. I checked the harness plug the light plugs into and I had power there on low beam and high beam. When I plugged in the light, it would not light up. When checking the power in the plug I had zero volts, but remove the light and there was 12 volts present in the plug. How can that be? After cursing and then putting everything back together I turned on the lights and now neither high beam works and only the driver side low beam comes on. I checked for voltage at the #1 and #2 fuses and there was none. What the heck? Is the lo/hi beam switch shorting out?
