sounds to me like a switch contact is burned, high resistance, assuming your headlight wiring is stock, no relays installed. Could be the headlight switch, could be the ignition switch. I am at work, don't have the schematics available for a more "educated" guess.

If you have an ohm meter available, it would be wise to also check the resistance of the headlight ground wires (the third wire in each headlight socket).

If you're not aware, Bill Taylor has done a bang up job in providing diagrams of the Pantera electrical system, they are available for free on Mike Dailey's web site, the pantera place.
