The frozen water valve is rebuildable pretty cheaply, once its freed up. After you remove & disassemble it, there's a single tiny o-ring in there thats the only seal. If it isn't leaking, the old o-ring's probably OK. Or, some vendors may have one; McMasters-Carr in LA certainly have such. I used silicone grease on mine and its still working a decade later. The '73/74 thing? It's 'cause your car was likely built on 10/73 (decode-able from the full serial number; #6329 & 6330 were built 10/73) and in CA anyway, most such owners had their registration changed to the build date, not the date of first registration. This is because the CA Smog laws exempt cars up to '73 from all Smog testing. So I assumed.... Sorry.
