Dim Headlights

I have two issues with my Pantera Headlights. They go up and down slowly and they are very dim. I can live with their slow movement but I want them brighter. Everything on the car works and there are no other electrical issues. Does anyone know what is wrong with these headlights and how to fix it. Any advise is highly appreciated.
