Last time I saw that happened… The person putting on the spark plug wires on the cap incorrectly! When you look down from the top, the rotor turns counterclockwise, not clockwise!!

…make sure that the rotor finger is pointing at the pick up for number one on the cap with cylinder 1 on firing TDC
