Driving -1 vs. -2

Is it normal for a bit of lurching and surging at low speeds, and an audible whine with the low geared -1ZF. I find a pretty noticeable difference in my 74 that seems to just be smoother. I'm trying to make sure it's transmission and not motor, and it's a little hard to tell.
