Engine # plate and engine # location

I have a silver ID plate riveted to the wheel well of the driver's side of the engine compartment. It is just above a larger black plate that gives engine timing info.

The silver plate has a 5 digit # that starts with a 0. This # does not match the serial number plates elsewhere on the car. Is this the engine # ? If so, where do I look on the block to determine if it is the original engine ?
