Fan damage to Radiator

Know this topis was covered, but was wondering if anyone makes a fan shroud for the fluidyne radiator? I pulled my radiator so I could prep the area for moving the a/c condenser up front and to remove the fans from the radiator core and this is what I found. Luckily I was not leaking yet, but I will have to beef up the tubes that were damaged before putting it back together. I can't believe any vender or mechanic would use these zip ties on a radiator. sheesh.

Thanks for any leads on a shroud, or measurements and guage if I need to fab one up.
