Dunno- maybe because it was cheaper. I have drilled two 2-1/2" holes in the cowl plenum and rigged inlets with shut-off valves on my '72 for ventillation. The '74 and later cars also have an outside-air source built into the heater valve. Unless you have a late parts car available or just hit the lottery, don't even consider swapping stock parts around...
