Fixed. Found that front headlights are individually fused both side to side and hi/low. Fuse for the passenger side low was good, but the holder was so loose it's surprising the fuse even stayed in. Bent the clips, and the light works. The running light is still brighter, but perhaps it's an issue with the lens.. FYI
