Yes it's possible it needs priming. If I recall I used an air nozzle with a rubber tip on my compressor and pressed it into the top fitting in the gas tank. You don't need a lot of pressure maybe 30 lbs or so. Hold it there for 10 seconds or so, then see if it will pump.
Pumps are cheap check Summit, matter of fact they can be too cheap and fail prematurely.
