if you measure the fuse circuit resistance, use I=V/R to see is 15A is marginal (that would be less than 1 ohm).
if the regulator is "over charging" the voltage is go up from 12 to >14 VDC. that going from 12 to 14 will increase the current through the fuse about 15%
