Fuel Pump

What's the best way to change out the fuel pump? I jacked it up last night and could see the bottom nut, but couldn't feel the top fastener. Can you get at it by taking out the bulkhead? If I'm at the high side of the eccentric, can I just bump the engine around on the starter?
