Gas regurgitation at fill up

I have a difficult time filling my gas tank on my 74. It can take 5 minutes because the spout keeps shutting off. When I do fill it to the top, gas leaks out by the bottom of the car by the rocker. I don't think the tank leaks, I think some vent or something is fouled. I just bought the car last month and it sat for a long time. Thanks every one for any help.
