Your problem is likely the upper door limit switch is bad or not adjusted correctly.

The switch is a normally closed switch which means it opens the circuit (or cuts power) to the headlamp motor once it has reached the fully open position. If the switch has an internal short, the switch will never open and an over current situation will occur since power will still be applied to the motor yet it can no longer move since it has hit its travel limit.

An easy way to test this is to remove one of the wires from the upper limit switch. With the wire disconnected the headlights will go down but will not go back up. Try this simple test and let us know the results.
