You can visually check this relay by watching the two contacts move between the stationary contacts as the head light switch is turned on and off. The only things that can go wrong with this relay are the contacts and the coil. If the coil goes bad, the relay simply won't work. If the contacts are failing, you will probably see arcing while they are under load and the clear relay case may have smoke stains on the inside.

As both Scott and I pointed out, check the up limit switch adjustment. This is the limit switch that if in front of the head light door torque tube. This needs to be adjusted when doing the quad head light install.

Have you verified that the fuse only blows when the high beams are turned on? If so, does the fuse blow at any position of the head light doors, or only at full open?

Another check is to disconnect both wires at the head light door motor. Using an ohm meter, check for continuity between either motor terminal and the motor case. If you get a reading, then the motor has a winding or wire that is shorting to the case.
