What kind of shape is your turn signal stalk/switch in? I had the same symptoms, plus my turn signals would not cancel when I made a turn. Turned out to be an issue with the turn signal switch/stalk, which is also the High/Low switch for your headlights. Bill Taylor (SOBill) rebuilt the whole assembly and all works well now.
