On later (non-PB cars) the individual headlight bar plastic bushings are replaceable- with difficulty. If the bushings are worn out or missing, the entire bar can move around with vibration, changing the headlight bucket positions. Note also on the early cars, there is a center support (without bushings) in the middle of the bar possibly to help reduce shake.
