Headlights go down, but not up

Have checked with ohm meter microswitchene, and adjusted the stop.
If I switch the lights on when the lights are way down, and microswitch is engaged, the fuse blows.
I manually crank up the lights, to disengage the microswitch. The lights turn on but the motor does not rise the healight buckets. Fuse does not blow.
I turn off the lights, the lights turn off and the headlight buckets closes and the fuse is intact.
My assessment is that the electric motor is ok, it works without problem when the lights are turned off. Think micro switches are working properly, you hear a click when they are engaged, and ohm meter shows that they break the flow.
Relais ?
