headligth adjustment

my headligth (right hand side) touch the fender little by opening and the paint get scratches. It work fine many years. no mechanical work was done in the area. no idea why something had changed. From my understanding, I open the 4 screw nuts litte at closed headlight and try to push the headligh up. from feeling a 1/2 mm only and it looks like better now. but not satisfied. Any advise how to adjust the headlights ?
