Heater

When I bought my Pantera last month the seller told me that the heater works. The fan works but no heat at all. I asked him if there was a shut off valve and he didn't think so, I couldn't find one either.
I don't really know where to start in finding the problem.
I am famliar with heaters and have replaced plenty but can't seem to find it due to millions of miles of wiring etc under the dash.
