Help!..Blue wire off the squirrel cage blower??...

There is a heavy gauge blue wire coming off the pas side of the blower under my dash, it's attached to the resistor on the side of the squirrel cage fan... Where is this wire supposed to run correctly from the factory??... This car had it jumped off my power windows at the isolated fuse block??... that can't be right?.. Thanks for any help or advice...
