Holley Float Level Question

Good Afternoon:
I have a holley carb with sight windows instead of plugs. I know the fuel level for plugs should just barely be at the plug level (tiny trickle of fuel). What should the level be on the sight glass windows? Right now my front glass shows fuel 1/2 way up the window and my rear glass shows 3/4 way up the window. I am guessing that these need to be below the window like a sight plug. If so, how many turns to get to the bottom do you suggest?

Also, can I adjust the floats down while the bowl is full of fuel?
