Yes, you usually need to adjust the float level when you put a carb on a Pantera because the Pantera engine sits pretty level compared to the normal engine position. Notice that the carb is not level and is tilted forward. That might be the root cause of your staling problem. At that level you may have fuel sloshing out of the vents when you are stopping, even a slow stop.
You make the external adjustment ΒΌ turn at a time then start and run the car for awhile for the fuel level to adjust. Be aware that fuel will spray out when you make the adjustment.
