I've tried both. It's clearly too much fuel. Maybe not a lot but still enough to inhibit start-up. Starter spins fine cold or hot.

The engine actually runs real well and responds readyly to adjustments. It's when I shut it down it seems to continue to dump excess fuel into the manifold.
