Horn Trouble Shooting

Help. Can't get my horns working. I replaced both horns, new connectors; fuses are good. I unscrewed the end of the turn signal stalk and when I touch the bare end, I can hear the relay clicking. Any words of advice? Also there were articles in JAN95 and SEP98 POCA newsletters about troubleshooting horns and adding a center-mounted horn button (I have a LaCerra wheel). Anyone have them.
