You may want to look into a Mechanic’s Lien.
A buddy of mine owned a small service shop, and would find himself in possession of used up beater cars. Customers would often abandon the car once they saw the repair costs.

Can’t recall how the work flow goes but there is a pathway to obtaining the vehicle.
