BTW, now I carry a printout of the relevant regulations with my papers whenever I am importing a car (or parts) as a handy reference. The border guys get a bit surly when they see you are prepared but I prefer not to lend my money interest-free to the government.
Interestingly, they have now "clarified" the fact that they can charge duty if the car has been "modified" from original. While brakes and other safety upgrades will "not necessarily" exclude the car from duty-free status, it might. So the safest route is to ensure that car appears as original as possible when importing.
