Is my Diff safety wired?

Im the fourth owner. How can I tell if a previous owner took care of buisness? Is there an inspection plate or cover I can remove with the ZF still in the car to check?.

And if required, can I wire the bolts with out pulling the ZF? Are grade 8 bolts from my local harware store OK, or should I invest in Pantera bolts?
