But it isn't fraud yet. The seller is only accused of not having the car, etc. Ebay doesn't know a lug nut from an acorn.
If you buy it, and never get it, then it is fraud.
So thier rule is about stealing someone else's pictures and text.
They say they are in the public domain, so they weren't stolen.
It's like a dog chasing his tail.
