I suggest that you unwrap the joint to investigate what’s there. It shouldn’t be there anyway. Can’t imagine why anyone would wrap a hose with cloth and tape? Maybe to make a grommet so the SS braided hose doesn’t grind on the surrounding surface?
Husker nailed it. That oil filter is sold by Ipsco. Looks like a quality piece. I have purchased a few parts from them. All parts appear to be high quality. That said, I would find out if the filter cartridge is available separately. I used similar oil filter technology in my race cars for one stage of the filtration system with good results. We would clean and inspect them regularly. They got replaced at certain intervals. Kind of a different animal though.
