The main 'adjustment tool' for this sort of clearancing is an intelligently used hammer. Don't try to get panel edges too close together. Incidently, that flexing is why body paint cracks (sometimes, the underlying sheet metal too). A frame stiffening system and a good bay brace pays more dividends than just to racers!
