My 2 cents of observation:
You mentioned fuel & temp gauges going out when fuse 12 blows, and a recent change to a voltmeter. What is powering your voltmeter? Did you tap into the pink wire which also powers the other gauges?
Fuses 11 & 12 are bridged on the back side of the fuse box; therefore, is there any crossover when the fans kick on?
The brake light is also powered by fuse 11. Any correlation with braking and fuse blowing.
Seems that your "bumping" against the 25 amps and the least amount of current is blowing the fuse.
I'm with JFB on the warning lights and no power windows since they should be on a completely different circuit; however, I'm not familiar with the Pantera Electronics fuse panel .
As stated, my empathy. In the restoration process myself, and have square knots on the back of my head from letting it rest on the clutch pedal with multimeter in hand.
