Not the device itself, just that in the US, use of this device is a "obstruction of justice" charge.
The car is confiscated.

I don't know if it is a class A misdemeanor or a higher felony charge.
Class A misdemeanor in NY is $5,000 and a year in jail.

I do not know if the car is returned to you but it could be held for evidence pending trial?

If you use it, you had better make sure that it works well.

How roads are patrolled in the US varies. Some places it is patrolled by air and they use a measured mile on you.
