Leaking Fuel Tank

My '74 has got a leaky fuel tank. I had it removed last year, cleaned and patched (supposedly). But now it still leaks. Does anyone know the best way to fix this? Is it possible to do it without taking apart a bunch of stuff? Also, is it normal for the headers to butt up against the tank housing?
