Ron & Doug, you are correct, that is my point. Some owners pay for personalized plates, and then later hide them in photos (where's the logic there?). So I guess I still don't get the point. I know the DMV here in CA will not give out info to a caller, such as an address (maybe to an attorney though through an accident claim like Ron says). However, maybe "underground" sources have a means of tracking a plate to find the owner info and address, etc., as we know the criminal element can do almost anything...many are pretty street smart, getting rich doing other things rather than a 40 hour work week.

No big deal, I guess I was just curious.
