Lights Are On?

I'm putting #5761 back together after being painted. I connected the battery yesterday for the first time in 2 years, and as soon as I did, the head lights and parking lights came on. Rocking the switch had no effect. Seems like a short somewhere - does anyone have any tips on trouble shooting?
