locked in reverse

just installed a zf in a pantera i am restoring and it is stuck in reverse. engage the clutch and it rolls freely, let the clutch out and spin the motor and it is in reverse. if i put the transaxle in any gear it locks up, which i understand if the shift fork is somehow not engaged in the reverse gear and reverse is engaged. However when i engage the transaxle in reverse it locks up as well. How could a transaxle already in reverse do this? i am a pretty good mechanic, but this one puzzles me.

Just want to hear any ideas before i take out the transaxle and break it down
