Lower Rear Suspension Arm

Good evening,
I had yesterday a closer look to the fixation of the lower rear suspension arms and found spacers between the arm and the frame which does not look right to me (photo). Seems that the car was not running straight and the previous owner found a creative solution. I found spacers on both sides (forward and aft bolts) but different in numbers. I suppose that those spacers are not standard design, right? Could this be an indication of an accident?
