Many non-domestic wheel manufacturers use those steel inserts in their cast wheels. It may be hard to see in photos but they are very definitely tapered. They are to be used with 60° cone seat lug nuts only.
Lug nuts like these are a good idea because the use a smaller socket for re & re.
