My left tailpipe is loose...

I have attempted twice to tighten the bolts connecting the tailpipe to the header pipe.
The right side is nice and the twin pipes
are straight. The left pipe is loose and hangs crooked. I am wondering if the ring
gasket might be bad? What else might cause
this problem? I can grab the pipe (when cool) and wiggle it and see it turning at the
connection to the header pipe. I would like to get this fixed as I hate seeing the exhaust pipes sitting crooked. Thanks for any suggestions.
