My new '71...fuse questions

Ok, here is the situation. My turn signals do not work at all. I went to the fuse box to check everything over, and noticed that there were some of the european style fuses and also so regular fuses in there. That does not seem right to me. Also, there are different color european fuses. Shouldn't they all be on type of fuse and one color? I found an extra box of european fuses un-opened in the glove box, but not sure which ones work.

I replaced the fuse #12 for the turn signals with a known good one that was working for the courtesy lights and that did not fix the problem. I am guessing it lies elsewhere (turn signal box). But, my concern right now is the fuse situation.

Any info on this?
