PS. I would suspect that using two thermal switches with the same setpoint would in effect switch the two fans on at different times.

The input side would switch the first fan on at 70 Deg C, and then when the system gets hotter, the output side would kick on the second fan as the OUTPUT coolant temp gets to 70 Deg C.
