Just by looking at the board I would say that the polarity has been changed,
thus causing the diodes to fry, as they are designed to pass voltage and current one way!
All the components on the board are very readily available.
You can very easily test the relay and the resistors.
As far as the IC goes it looks like a texas instrument type TL331CP.
Also the transistor can also be tested and replaced, it shouldn't cost much at all.
I would change most of the components.
